一、背景介绍

Advancing China's diplomatic vision and strengthening the China-ASEAN Comprehensive Strategic Partnership, the inaugural ASEAN-China Greater Bay Area Economic Cooperation (Qianhai) Forum made its debut in Qianhai, Shenzhen, on July 29, 2023. The Forum was collaboratively organized by the Qianhai Authority, ASEAN-China Centre, Guangdong Hi-tech Industry Chamber, and the Center for ASEAN and Greater Bay Area Studies at Shenzhen University. The Forum serves as a multilateral platform, bridging government, businesses, and academic institutions. It aims to catalyze strategic partnerships between the Guangdong-Hong Kong-Macao Greater Bay Area and ASEAN, fostering resource synergies and high-quality development through enhanced international cooperation. The Forum drew an impressive attendance of over 500 distinguished participants, including six ASEAN deputy ministers, diplomatic members, Chamber of Commerce presidents, leading think tank experts, and prominent business executives. Among its notable achievements were the formation of two international alliances - the Business Chamber Alliance and Think Tank Alliance - the launch of the ASEAN-GBA Economic Cooperation Initiative, and the signing of industrial cooperation agreements valued at RMB 12.1 billion yuan. The Forum's strategic importance has garnered significant recognition. It features in the Ministry of Foreign Affairs' "Progress Report on China's Development of the Five Homes" and is included in the Belt and Road International Cooperation Projects Inventory. In addition, it was recognized as a "2023 Classic Case of Chinese Cities' Overseas Image Building and International Communication" at the 3rd China Urban International Communication Forum, organized by Xinhua News Agency Information Center.

为配合国家总体外交，落实中国—东盟领导人全面战略伙伴关系计划，打造粤港澳大湾区与东盟产业和科技创新合作的政企学多边对话平台，促进粤港澳大湾区与东盟双向合作交流、资源互补和项目对接，实现高水平对外开放共促高质量发展，2023年7月29日，深圳市前海管理局联合中国—东盟中心、广东高科技产业商会、深圳大学大湾区—东盟研究中心在深圳前海主办了第一届大湾区—东盟经济合作（前海）论坛。东盟国家6位副部级以上官员、驻华使节、商会会长、智库代表、企业家等150余位外宾、大湾区各界代表等350余位内宾出席论坛开幕式及相关活动。论坛取得丰硕成果，成立商会和智库两个国际联盟，发布大湾区—东盟经济合作倡议，产业合作项目签约金额121亿元。论坛被外交部写入《中方推进“五大家园”建设进展报告》，被中联部主办的第三届“一带一路”国际合作高峰论坛民心相通专题论坛列入“一带一路”国际合作项目清单，入选新华社新闻信息中心等主办的第三届中国城市国际传播论坛“2023中国城市（区）海外形象打造和国际传播经典案例”。

In December 2023, the State Council approved the “Master Plan for Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone”, specifically endorsing the ASEAN-China Greater Bay Area Economic Cooperation (Qianhai) Forum as a high-level platform.

2023年12月，国务院批复《前海深港现代服务业合作区总体发展规划》，明确提出要“高水平举办大湾区—东盟经济合作（前海）论坛”。

II. Forum Overview

With State Council approval, the "2024 ASEAN-China Greater Bay Area Economic Cooperation (Qianhai) Forum" will be jointly hosted by the Shenzhen Municipal People’s Government and the ASEAN-China Centre from November 12-14, 2024, at the Qianhai International Convention Center, Shenzhen.

经国务院批准，“2024大湾区—东盟经济合作（前海）论坛”将由深圳市政府和中国—东盟中心联合主办，于2024年11月12-14日在深圳前海国际会议中心举办。

With the theme "Technological Leadership· Industrial Synergy", the Forum aims to explore new opportunities and challenges in ASEAN-GBA economic and trade cooperation, while establishing a structured platform for government-industry-academia exchanges and project cooperation between the ASEAN and Greater Bay Area. The three-day Forum features an Opening Ceremony and five parallel forums focusing on Digital Transformation, Cross-border Finance, Cross-border E-commerce, International Chamber of Commerce Presidents, and Think Tank Cooperation. Supporting activities include the Greater Bay Area and ASEAN Enterprise Showcase, Industrial Networking, Shenzhen Site Visits, and ASEAN Culinary & Cultural Week in Qianhai. Distinguished participants will include officials from relevant national ministries, leaders from Guangdong Province and Shenzhen City, Ministers of Commerce or Science and Technology from multiple ASEAN countries, ASEAN Ambassadors and Consuls General to China, representatives from the "9+2" cities of the Greater Bay Area, as well as leaders from business associations, think tanks, and multinational corporations from both China and ASEAN countries, with an expected attendance of approximately 500 delegates.

本次论坛以“科技引领·产业共赢”为主题，旨在探讨大湾区—东盟经贸合作的新机遇，搭建大湾区—东盟政企学交流和项目对接的机制化平台。论坛为期三天，设有开幕式及数字化转型、跨境金融、跨境电商、国际商会会长、智库合作等五个分论坛，并配套大湾区及东盟企业交流展、产业合作对接会、深圳参访、东盟美食文化周·汇聚前海等活动。论坛出席嘉宾包括相关国家部委、广东省和深圳市领导，东盟各国商务部等部长级官员，东盟各国驻华使节，粤港澳大湾区城市政府代表，以及中国和东盟各国商协会、智库机构、跨国企业的负责人等，共计约500人。
